Accessory Compilation Tools
Accessory compilation tools for the National Accounts consist of templates in Excel and software solutions for certain calculation procedures. Contrary to the main toolkits, which are frameworks to facilitate the compilation of the whole national accounts, these accessory tools are to be used in a specific area, such as the supply and use table or the Denton benchmarking procedure of quarterly data.
Template to Estimate Changes in Inventories
Purpose:
Calculate changes in inventories at current and constant prices
Functions:
A framework in Excel to allocate a portion of imports of goods at current prices to changes in inventories at current and constant prices at a level of product detail specified by the user - the model reflects shelf-life of products. Underlying assumption: all imported goods assumed first to be put in inventory and then used either for intermediate consumption, final consumption, or capital formation.

Template to Estimate Consumption of Fixed Capital
Purpose:
Estimate consumption of fixed capital (CFC) of government
Functions:
A framework in Excel to calculate CFC of government from gross fixed capital formation (GFCF) of government and a suitable price measure. The selected price measure should be the best available reflection of the price of the capital stock of the government. Underlying assumptions: The CFC evolves linearly; The time of depreciation is 15 years (can easily be changed by user); No distinction is made for different asset classes (can easily be introduced by user); At the end of year t-1, it equals the level in the previous year plus additions (capital formation) in the year t-1 less "retirements" of the capital formation 15 years earlier.

SUT Balancing Tool for RAS Balancing
Purpose:
To finalize the balancing exercise of a SUT
Functions:
An add-in function in Excel for the final balancing of a SUT, using a RAS-type (restricted GLS) method. The purpose is to achieve consistency for: a) the supply and use of products; and b) any additional row and column constraint. A GLS method is used automatically to finalize the balancing exercise of an unbalanced SUT. The method minimizes the proportional distribution of the discrepancies across two dimensions through a weighted least squares procedure.

XLPBM for Distribution and Extrapolation of Quarterly Data
Purpose:
An add-in function in Excel to: 1) distribute quarterly data such that discontinuities are avoided; and 2) extrapolate most recent quarterly data not yet covered by annual benchmarks
Functions:
An add-in function in Excel for: 1) Distribution of quarterly data to: a) achieve consistency between quarterly and annual estimates; and b) avoid the step-problem in the evolution of the quarterly series; 2) Extrapolation of most recent quarterly data not yet covered by annual benchmarks. Extrapolation is done such that the step-problem in the evolution of the quarterly series is avoided. XLPBM is a benchmarking procedure (not a seasonal adjustment) built into an Excel function.

JDemetra+ for Seasonal Adjustments and Other Time Series Issues
Purpose:
Software for time series related issues
Functions:
A statistical analysis software solution for time series related issues, for example seasonal adjustment, forecasting, outlier detection, and benchmarking. The latter includes as an option the distribution and extrapolation of quarterly data. The package of solutions is useful both for production and analysis of time series data. JDemetra+ is a collection of reusable and extensible Java components, which can be easily accessed through a rich graphical interface.

Purpose:
An ISO standard designed to describe statistical data and metadata, normalise their exchange, and improve their efficient sharing across statistical and similar organisations
Functions:
A tool for: 1) Standardization of the mechanisms and processes for the exchange of statistical data and metadata; 2) Standardization of data organization and exchange together with guidelines on how to structure the content of the data; 3) Provision of international guidelines on how to shape statistical data; 4) Provision of a standard for automated machine to machine communication.
