Why does the reference to the ISIC Rev.3.1 in CPC class 0131 and class 0132 not include ISIC 1513 (Processing and preserving of fruit vegetable)? ISIC 1513 also includes dried fruit and nuts!

[Rod Martin - 26.2.2003 - after answering initial request] I am not aware of the reason why CPCs 0131 and 0132 don't have a link to ISIC 1513, but I assume it goes back to the days where CPC only listed predominant industry of origin. We did pick up the anomoly when compiling the ANZSCC. We created a split between sun-dried and machine dried fruit to delineate such products produced on and off farm (ie agriculture vs manufacturing). This approach carried through to the ANZSPC, see 01321.00 and 01322.00. [RB] I think the particular case that was picked up was for dried citrus fruit. I have tried to find references for this, but was not successful. With that, I am not sure if there is any significant economic use (or any use at all) for dried citrus fruit. With this, the "predominant industry of origin" approach seem very well justified in this case. However, I take your note on the "on vs. off farm drying" and keep it on our list for discussion for the next revision.

The boundary between agricultural and manufacturing activities is sometimes difficult to define, and the beneficiation process of agricultural products is a typical example of that. The distinction made here practically separates activities carried out in an agricultural context to prepare products for the (primary) market and the further processing of agricultural products in an industrial context. The information reviewed for the particular case you mentioned indicated that in the majority of cases there is no clear significant and separate industrial treatment for drying of citrus fruit, but that this is mostly considered an agricultural product. Even detailed product classifications, such as the HS do not make a distinction in this case. The manufacture of dried fruit referred to in ISIC 1513 does therefore practically not apply to citrus fruit. While it may theoretically be possible to include links between these categories, they would serve no practical purpose and only obscure the relation between these activities and products. There are a number of other cases in the CPC as well, where the ISIC link is based on a "weight" decision (majority of production) and does not show all minor possibilities of producing that specific product.
