| In the SNA, social transfers in kind only take place between government units, NPISHs and households. Paragraph 8.141 explains that it is assumed that the amount of social transfers in kind payable to the rest of the world are probably negligible and, in any case, are offset by similar benefits receivable from the rest of the world. In some cases, these assumptions may be inappropriate and an explicit way of recording these could be elaborated. Such an elaboration would have to consider the consequences of having a difference between total consumption expenditure and total actual consumption. |
