About the 2025 SNA |
The System of National Accounts 2025 (2025 SNA) was adopted by the United Nations Statistical Commission at its 56th Session in 2025 as the international statistical standard for national accounts statistics. The 2025 SNA is an update of the System of National Accounts, 2008 (2008 SNA). It is the sixth version of the SNA, the first of which was published more than seventy years ago. It is published jointly by the five organizations of the Intersecretariat Working Group on National Accounts (ISWGNA). |
The 2025 SNA retains the basic theoretical framework of the 2008 SNA. However, it introduces treatments for new aspects of the economy that have gained prominence, elaborates on elements that have drawn increasing analytical attention, and clarifies guidance on a wide range of issues, based on advances in methodological research and user needs. These include topics such as globalization, digitalization, emerging financial issues, Islamic finance, and the informal economy. Notably, the 2025 SNA broadens the national accounts framework to better account for elements affecting wellbeing and sustainability to inform various policy goals. |
The 2025 SNA is the result of work undertaken over several years by a wide range of experts around the world, including, the members of the Advisory Expert Group on National Accounts, the ISWGNA, the editorial team, the regional commissions, other regional organizations, country experts, and other partners. The process was notable for its transparency and the wide involvement of the international statistical community. To ensure full consistency, the seventh edition of International Monetary Fund Integrated Balance of Payments and International Investment Position Manual (BPM7) was developed in parallel to the 2025 SNA, sharing the same text in chapters relevant to both standards. |
Being a conceptual framework, the 2025 SNA does not attempt to provide comprehensive compilation guidance on how to make estimates nor is it descriptive in setting priorities which accounts and tables should be implemented or expresses norms on the frequency and format of their presentation. The ISWGNA organizations will support implementation of the 2025 SNA by providing additional compilation guidance and technical assistance in accordance with the implementation strategy endorsed by the Statistical Commission. Implementing the 2025 SNA will ensure the compilation of internationally comparable national accounts statistics according to best practice and in a consistent way, allowing policy makers to benchmark their economies and to make well-informed, data-driven decisions. |
To support the development of the 2025 SNA and BPM7 a glossary of macroeconomic terms and definitions that has been compiled. The glossary harmonizes terms used in macroeconomic statistics standards and was developed in collaboration with the relevant stakeholders. The glossary is dynamic and adaptable to accommodate new terms and definitions. |
Several research issues have been identified but needed more extensive consideration than what was possible during the update process and require further investigation. Continuing the excellent collaboration between the national accounts and external accounts communities, a joint post-2025 SNA/BPM7 research agenda was developed. The aim is to have a research agenda that is dynamic and adaptable to new economic phenomena. |
