In the regular estimation of GDP, only individual business operators who registered in administrations for industry and commerce were included. However, the 2004 Economic Census showed that considerable individual business operators, account for almost 40.1% of the total number of individual business operators, did not register in the administrations for industry and commerce. China’s economy is developing fast, especially the development of individual business operators. However, in years other than economic census, information on individual business operators is not available. Although the relevant ratio from the economic census can be applied in non-economic census years, the quality of the estimation may not be satisfied and far from the reality due to the rapid change in numbers and scales of the individual business operators. In other words, the applied ratio may change significantly from year to year. Therefore, the most difficult issue of informal sector estimation lines in the unavailability of source data in the regular years. |

A better coordination of the meanings of the terms “sector,” “informal,” “households,” and “formal” would clearly be of great use. It would be useful to have clear criteria for when the alternative method should be used. In Vietnam we noted that informal sector has important effects on the valuation of GDP. Basing on the relationship between the GDP per capital and actual living standard in Vietnam, some economic experts estimated the informal sector value taking about 15 to 20 percent of GDP. However, the information for estimation of the informal sector value is not adequate and very difficulty to collect data source. Therefore, GSO of Vietnam could not assess the effection of informal sector on GDP. We would like to request assistance of international organizations on production of training materials and collection of best practice, provision of training courses and advisory mission, guidelines for calculating methods and data dissemination; funding of data collection activities and production of country and regional reports ete… |
