Purpose of the Classification
Statistical Domains:
2.4.2 Energy
Purpose:
The United Nations Framework Classification for Fossil Energy and Mineral Reserves and Resources 2009 (UNFC-2009) has been designed as a Project-based system for the evaluation and classification of fossil energy and mineral reserves and resources located on or below the Earth’s surface. Universally acceptable and internationally applicable, UNFC-2009 is a generic principle-based system in which quantities are classified on the basis of the three fundamental criteria of economic and social viability (E), feasibility and project status (F), and geological knowledge and potential recoverability (G), using a numerical and language independent coding scheme. Combinations of these criteria create a three-dimensional system. UNFC-2009, which applies to all extractive activities, can either be applied directly or used as a harmonizing tool.
Main Applications:
UNFC-2009 can be applied to all extractive activities, including both energetic and non-energetic solid minerals, oil and gas and uranium and thorium. Work is underway to broaden application to encompass renewable energy and also injection projects, in particular for the geological storage of carbon dioxide.
Main Users:
Governments, Industry, International Organisations, Financial Community
Methodology
Scope:
Recoverable sales and non-sales quantities from energy and mineral projects, including the underlying resource base.
Concept Being Classified:
goods
Statistical Units:
International organizations, governments, industry and financial organizations
Main Principles:
Assessment of natural endowments, scientific/technical/industrial assessments and economic and social assessments.
Classification Structure
Definition of Structure:
N/A
Criteria for Definition of Levels:
UNFC-2009 is 3-dimensional on the E, F, and G axes. Labels are numerical (and international). Classes are defined by a combination of categories , i.e. E1, F1, G1 or 1,1,1 for short since the sequence is predetermined.
E: Economic and Social maturity/acceptability; F: Scientific, technical, industrial maturity; G: confidence in estimated quantities or probablility of exceedance (cumulative probability distribution functions).

Comments
Application of UNFC-2009 is being broadedened to encompass both renewable energy resources and injection projects for the geological storage of carbon dioxide. Significant progress has been made on development of the generic renewable specifications for UNFC-2009 and the geothermal- and bioenergy-specific specifications.
