Purpose of the Classification

Purpose:
The purpose of the ICVAC is to provide internationally agreed operational concepts, definitions and principles to ensure a standardized and consistent approach to classifying statistical data on violence against children. The aim of the classification is to improve data consistency, comparability, and quality across data sources, child protection sectors, and countries.
Main Applications:
The ICVAC is applicable to all types of data on violence against children, including administrative records as well as data collected in dedicated surveys on violence against children or generic surveys that include questions on such violence. The ICVAC also provides a list of policy-relevant disaggregation based on victim, perpetrator and circumstances of the act, that greatly assist cross-national analysis of patterns and trends in violence against children and its enabling and mitigating factors.

All data producers in the area of violence against children, such as government agencies, statistical authorities, civil society organizations, research institutions, law enforcement agencies, healthcare facilities, educational institutions, etc.

Methodology

Scope:
The ICVAC includes all harmful acts against a child that are deliberate, unwanted and non-essential. It covers interpersonal and collective violence against children, including state violence, in both peace and conflict situations. It excludes self-directed violence and composite phenomena like child marriage, trafficking, and child labour.

International Classification of Crime for Statistical Purposes (ICCS)
The ICCS captures all forms of “crime”, considered by the ICCS to be the punishable contravention or violation of the limits on human behaviour as imposed by national criminal legislation. The ICCS has four hierarchical levels. The ICCS classifies an act that constitutes a criminal offence.
International Classification of Diseases (ICD)
The ICVAC also makes use of some definitions in the World Health Organization (WHO) International Classification of Diseases (ICD), particularly from chapter 23, which categorizes injuries based on whether they were deliberately inflicted and by who caused them. The ICVAC includes almost all these categories except self-harm.
Other
The ICVAC also adopts definitions and aligns disaggregating variables from the UNODC/United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Statistical Framework for Measuring Gender-related Killings of Women and Girls, including the incorporation of gender-related killing and individual perpetrator sub-types.
