4th International Forum on Migration Statistics (IFMS 2025)

The 4th International Forum on Migration Statistics (IFMS 2025) is organized by the Organization for Economic Cooperation and Development (OECD), the United Nations Department of Economic and Social Affairs (DESA) Statistics and Population Divisions, and the International Organization for Migration (IOM).
International migration is a policy priority for many countries, yet despite recent progress in data collection, analysis, and dissemination, the supply of migration statistics has not kept pace with demand. Basic data on migrant stocks and flows, the social and economic characteristics of migrants, and the drivers and impacts of migration remain scarce in many nations. Additionally, differing methodologies across countries significantly hinder international comparability and the generation of regional and global insights.
As in the previous three forums (2018, 2020 and 2023), IFMS 2025 will bring together experts from a wide range of disciplines—including statistics, political science, economics, demography, geography, sociology, geospatial and data science, and information technology—to enhance global understanding of international migration. Participants will explore innovative ways to measure population mobility and generate timely statistics, aiming to foster synergies among different communities and perspectives, including representatives from countries of origin, transit, and destination. The meeting will provide policymakers with a unique opportunity to interact with migration data experts and analysts, and to benefit from their expertise in evaluating policy frameworks and comparing policy options.
The event will take place in Malmö, Sweden, from 16 to 18 June 2025, with support from the Malmö University and the Government of Sweden.

18th Meeting of the Inter-Agency and Expert Group on Gender Statistics (IAEG-GS), 3 - 5 December 2024

The 18th IAEG-GS Meeting will be held virtually from 3 to 5 December 2024. The meeting, which is closed and by invitation only, will be attended by gender statistics experts representing international, regional, and national institutions that are part of the IAEG-GS. The Meeting will: (a) review progress in the implementation of the mandate on integrating a gender perspective into the work of the Statistical Commission.; (b) showcase innovative initiatives in gender statistics for improved assessment of the status of women and girls in select countries, regional commissions and international agencies; be appraised of progress made on methodological work on violence against women; (c) advance understanding of the gender dimension, and its measurement challenges, in the fields of care and wellbeing, building on the Pact of the Future, including in the context of Beyond GDP and the Global Digital Compact; learn about the Friends of the Chair (FoC) Group on Social and Demographic Statistics, the work towards a conceptual framework, and its key building blocks; and report on agreed 2024 activities, draw conclusions of this meeting and agree activities for 2025, including the 10GFGS.

Exploring Social Relationships and Connectedness

Relationships are a crucial, but underexplored, building block of social and demographic statistics. This webinar, the first in a series of online events organized by the Friends of the Chair Group on Social and Demographic Statistics (FOC), in collaboration with the United Nations Statistics Division (UNSD), will examine relationships at multiple levels—among and between individuals, groups large and small, and institutions. The event will provide an opportunity to review what is currently known about 'relationships' and how they are measured across different national statistical systems. It will also explore gaps in understanding and highlight the most important concepts that need further investigation.
The webinar aims to define why relationships are essential and to gain a deeper understanding of their characteristics, functions, and impacts. This will guide the FOC's efforts to establish recommendations on how relationships should be treated from a measurement perspective in social statistics.
The Third United Nations Expert Group Meeting on the Revision of the Principles and Recommendations for Population and Housing Censuses

The United Nations Statistics Division (UNSD), in collaboration with the United Nations Population Fund (UNFPA), will convene the third Expert Group Meeting to revise the Principles and Recommendations (P&R) for Population and Housing Censuses. The meeting will take place in New York City from September 4-6, 2024. Since its establishment, the Expert Group and its seven Task Teams have conducted two rounds of revisions (June-December 2023 and January-May 2024). The focus of this meeting is to refine the second draft of the P&R for the 2030 round of censuses. The draft version will be reviewed to align with best practices and contemporary approaches in conducting population and housing censuses. The current census round has seen significant changes, including the use of technologies, adoption of multi-modal data collection, and utilization of administrative data sources. Many countries innovated to overcome challenges posed by the global COVID-19 pandemic during census operations. As a reference publication, the revised P&R will incorporate these innovations and experiences, providing comprehensive guidance to national statistical authorities for planning, organizing, conducting, and utilizing 2030 round population and housing censuses. The final draft will be presented to the Statistical Commission for endorsement in 2025.

International Workshop on Time-Use Statistics

The objective of International Workshop on Time-Use Statistics is to strengthen national capacity to collect and regularly produce comparable high-quality time-use data in cost-effective ways by adopting innovative data collection methods and latest technologies to inform and monitor public policies, including SDGs. United Nations Expert Group on Innovative and Effective Ways to Collect Time-Use Statistics (EG-TUS)

The Second United Nations Expert Group Meeting on the Revision of the Principles and Recommendations for Population and Housing Censuses is organized by the United Nations Statistics Division (UNSD) in New York from 13 to 15 December 2023. The main objective of the Expert Group meeting is to review the draft version of the Principles and Recommendations for the 2030 round. The Expert Group, which was established for the purpose of overseeing the revision of the Principles and Recommendations, held its first meeting virtually from 23 to 25 May 2023. The Expert Group set up seven Task Teams — corresponding to seven themes identified by the Expert Group as critical for the revision — to carry out the work of revising components of the publication. The meeting will review the draft version of the Principles and Recommendations with a view to bringing it in line with good practices and contemporary approaches to conducting population and housing censuses. A multitude of changes have been documented in the current census round pertaining to the use of technologies, adoption of multi-modal data collection, and utilization of administrative data sources. Many countries had to innovate to overcome the challenges of conducting censuses during the global COVID-19 pandemic. As a reference publication, the revised Principles and Recommendations will reflect the innovations made and the experiences collected thus far and provide comprehensive guidance to national statistical authorities for planning, organizing, conducting, and utilizing 2030 round population and housing censuses. It is expected that the next revision of the Principles and Recommendations will be submitted for endorsement by the Statistical Commission at its 56th session in 2025.

The Expert Group Meeting on the Synergies between Census, CRVS Systems and Administrative Records: Implications for the 4th revision to the UN Principles and Recommendations on Population and Housing Censuses is co-organized by the United Nations Statistics Division (UNSD) and the United Nations Population Fund (UNFPA). The meeting is to be held in New York from 11 to 12 December 2023. The expert group meeting will bring together experts from National Statistics Offices, CRVS Systems, and international organizations to review insights, experiences and lessons from recent census rounds and ongoing efforts to strengthen CRVS systems. The objective of the expert group meeting is to synthesize lessons and insights from recent census and CRVS efforts to guide the updating of the UN Principles and Recommendations on Population and Housing Censuses (Revision 4) in the following areas: i) the assessment of the completeness and quality of vital event registration data and identity management system data using census data; ii) the leveraging of administrative records from CRVS systems and related administrative registers for the production of census operations and census data; and, iii) the use of censuses to measure human mobility including international migration, internal displacement and refugee stocks and flows.
Regional Workshop on Time Use Statistics: Methods and Uses

United Nations Statistics Division (UNSD), in collaboration with the United Nations Economic Commission for Western Asia (ESCWA), is organizing a three-day Regional Workshop on Time Use Statistics: Methods and Uses in Tunis, Tunisia. The event will take place on 10-12 October 2023.
The objective of the workshop is to develop national capacities on the methodology to collect and regularly produce comparable high-quality time-use data in cost-effective ways by adopting innovative and digitalization data collection methods; to analyze data to inform and answer policy questions; and to better understand progress towards the 2030 Agenda for Sustainable Development. The workshop will provide the opportunity to share the updates to the UN Guidelines on time-use statistics and to provide hands-on training on the adaptation at the national level of proposed methods to collect, analyse, disseminate, and communicate time-use data, including time spent on unpaid care and domestic work. It is expected that the newly developed tools will lessen the burden on respondents and the high cost associated with paper diaries and improve data quality.

9th Global Forum on Gender Statistics

The United Nations Statistics Division (UNSD), in collaboration with Statistics South Africa, is organizing the 9th United Nations Global Forum on Gender Statistics in Johannesburg, South Africa. The event will take place on 29-31 August 2023.
The Forum will bring together producers and users of gender statistics from national and international statistical offices, other government agencies, international organizations, academia, civil society, and the donor community. On this occasion, the forum will focus ways to improve data and evidence on the growing challenges and opportunities offered by the care economy and its impact on gender equality. Panelists and audience will also strategize on how to make the best out of existing data, including by mainstreaming a gender lens into existing data processes. Additionally, the Forum will provide an opportunity to take stock and learn of good practices in gender statistics and data management from the African region.

3rd International Forum on Migration Statistics (IFMS 2023)

The 3rd International Forum on Migration Statistics (IFMS 2023) is organized by the United Nations Department for Economic and Social Affairs (DESA) Statistics and Population Divisions, the Organization for Economic Cooperation and Development (OECD) and the International Organization for Migration (IOM).
Calls to improve migration data to formulate evidence-based migration policies and inform public discourse have become increasingly strong. However, basic data on the stocks, flows, and characteristics of international migrants, as well as on the causes and impacts of international migration remain scarce or are not utilized to their full potential in many countries. The IFMS 2023 will provide a unique opportunity to discuss ways to improve the collection, analysis, and use of migration data worldwide, to fill existing migration data gaps and to better inform policy making.
As in the two previous fora, this event will mobilise expertise from a range of disciplines, such as statistics,economics, demography, sociology, geospatial science, and information technology. The IFMS 2023 will bring together producers and users of migration statistics from national and international statistical offices, other government agencies, international organizations, academia, civil society, and the private sector.
The Forum will be hosted by the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile, from 24 to 26 January 2023 as an in-person and hybrid event.
16th Meeting of the Inter-Agency and Expert Group on Gender Statistics (IAEG-GS), 12 - 14 December 2022

The Meeting will: (a) discuss ongoing initiatives on mainstreaming gender into select non-traditional areas of gender statistics, and agree on a way forward for an established IAEG-GS Advisory Group to contribute to the request of the Statistical Commission on mainstreaming a gender perspective into the work of the Commission; (b) discuss and review preliminary results from the 2022 Global Survey on gender statistics, including lessons learnt and potential uses, and some related challenges; (c) showcase some national initiatives on closing data gaps for monitoring gender equality; (d) include updates by the Regional Commissions and international agencies on their ongoing initiative to strengthen gender statistics; and (e) cover future work priorities for the IAEG-GS, as well as preparations for the 9th Global Forum on Gender Statistics in 2023.
United Nations Regional Workshop on the 2020 World Programme for Population and Housing Censuses for Arabic-speaking Countries

The United Nations Regional Workshop on the 2020 World Programme for Population and Housing Censuses for Arabic-speaking Countries is organized by UNSD in collaboration with the UNFPA Arab States Regional Office, the United Nations Economic Commission for Central and Western Asia (ESCWA), and the Arab Institute for Training and Research on Statistics (AITRS). The workshop aims to help Arabic-speaking countries in achieving a common and enhanced understanding of international recommendations and standards on quality assurance in population and housing censuses, the impact, and challenges of conducting a population and housing census during the COVID-19 pandemic and other crisis situations, and the necessary preconditions and the challenges of transitioning to a registers-based census. The workshop will also provide a platform to discuss the experience, challenges, and good practices available among Arabic-speaking countries in census-taking during the 2020 census round. The Workshop will bring together census managers and experts from national statistical offices, census agencies, international and regional organizations to exchange views and experience on the three interrelated themes of the workshop. The workshop will be held in English. Simultaneous interpretation in Arabic and vice-versa will be provided.
The Third United Nations Expert Group Meeting on the Impact of the Covid-19 Pandemic on Conducting Population and Housing Censuses and Addressing Data Quality Concerns

The third Expert Group Meeting aims to continue monitoring the challenges in conducting population and housing censuses during the pandemic. In addition, on day two, the meeting will cover data quality issues that may have arisen due to conducting the census during a pandemic and potential methods to address data quality concerns. Day three of the meeting will provide an opportunity to take a broader approach and discuss lessons learned from conducting censuses during times of crisis and provide recommendations for improving the resilience of future censuses conducted. It is likely that future census operations will have to contend increasing uncertainty due to natural disasters, health emergencies, political instability, or other unforeseen disruptive events. None of these events can be predicted in advance, but contingency planning for the unexpected will be a vital component of delivering a successful census going forward into the 2030 round.
Expert Group Meeting on Innovative and Effective ways to collect Time-Use Statistics

This Expert Group Meeting is convened in Montreal, on 16 August 2022 to take stock of progress made in the revision of the 2005 United Nations Guidelines for Producing Time-use statistics, to be published in 2024, based on initial discussions and agreements at the experts’ meeting in May 2022. Additionally, the Expert Group will discuss progress made on the implementation / piloting of their proposed methods under the Development Account project on “Time Use Data for better policies in African, Western Asian and Latin American countries”, endorsed by the Statistical Commission in 2022, and other initiatives on time-use statistics implemented by members of the group. This meeting is organized back-to-back to the Conference and Workshop on time-use statistics organize by the International Association for Time-use Research (IATUR) in Montreal, Canada from 16 to 19 August 2022.
Technical Meeting on Indicators and Operationalisation of the Conceptual Framework of International Migration Statistics

This Expert Group Meeting is convened in the framework of the second revision of the United Nations Recommendations on Statistics of International Migration, as requested by the Statistical Commission in its decisions 50/117 (2019) and 52/109 (2021), where the revised conceptual framework for statistics on international migration was endorsed. This meeting will bring together the group of experts on migration statistics, established by the Statistical Commission at its forty-ninth session in 2018. The outcome of this meeting is expected to be reported to the Statistical Commission for discussion.

The Expert Group Meeting on the Draft Handbook on Registers-Based Population and Housing Censuses is organized by the United Nations Statistics Division (UNSD) in a virtual format, with the aim of reviewing the draft handbook and providing input and guidance on the content of the draft handbook. The purpose of this handbook is to strengthen the capacity of national statistical offices and census agencies on the process of transitioning from the traditional census methodology to other approaches involving the use of administrative registers and/or sources. This handbook also aims to elaborate on the key considerations and requirements for transitioning from the traditional census to other census methodologies, and on the importance of building institutional capacity and infrastructure for maintaining statistical registers. Once finalized, this handbook will become a component of the United Nations methodological framework for population and housing censuses in the 2020 round, anchored by the UN principles and recommendations for population and housing censuses, and consisting of handbooks on census management, census editing, use of contemporary technologies for census-taking, measuring migration and post-enumeration surveys – all available at: https://unstats.un.org/unsd/demographic-social/census/index.cshtml.

The Second United Nations Expert Group Meeting on the Impact of the Covid-19 Pandemic on Conducting Population and Housing Censuses and on Census Data Quality Concerns is organized by the United Nations Statistics Division (UNSD) with the aim of continuing the monitoring of challenges in conducting population and housing censuses during the Covid-19 pandemic. The meeting will provide an opportunity to discuss alternative solutions in designing census operations conducted during the pandemic as well as address data quality and comparability issues resulting from pandemic protocols and recent changes in the design of census operations.
The meeting will address the following four main topics:
i) potential adjustments in census questionnaires to improve the relevance and quality of census data;
ii) innovative approaches in designing census operations for reducing the adverse impact of the pandemic;
iii) assessment of the quality of population and housing censuses concerning the effects of the Covid-19 pandemic on process quality and output quality; and,
iv) effects of the Covid-19 pandemic on data analysis and comparability overtime.
The meeting will bring together census experts from NSOs, census agencies, international and regional organizations to explore challenges, good practices and lessons learned in conducting censuses during the Covid-19 pandemic.

The United Nations Statistics Division (UNSD), in collaboration with the Swiss Confederation, is organizing the 8th Global Forum on Gender Statistics under the Global Gender Statistics Programme and the guidance of the Inter-Agency and Expert Group on Gender Statistics (IAEG-GS).
The Forum will bring together producers, users and communicators of gender statistics from national and international statistical offices, other government agencies, international organizations, academia, civil society, private sector, media and the donor community. On this occasion, the Forum is taking place as countries come to face the consequences of the COVID-19 global pandemic and assess the effectiveness of their responses to this crisis and its long-lasting effects.
The common thread during the two-day discussions will be an outlook of the aftermath of the pandemic. Beyond the impact of COVID-19, the Forum’s intention is to tease out those aspects of gender equality and the production of gender statistics that have changed -highlighting how and why.
Panelists and audience will discuss ways to improve data and evidence for gender policies, reflecting on the impact of the COVID-19 pandemic on all aspects of women’s and men’s lives, and what it means for keeping the implementation of the 2030 Agenda for Sustainable Development on track.
The 8th Global Forum on Gender Statistics will be the last event on the “Road to Bern” series, taking place right before the 3rd World Data Forum (UNWDF 2021) to be held in Bern and hosted by the Government of Switzerland.

The United Nations Statistics Division (UNSD) organized the United Nations Expert Group Meeting on the Impact of the Covid-19 Pandemic on Conducting Population and Housing Censuses and on Census Data Quality Concerns, took place online from 9 to 12 February 2021. The Expert Group Meeting had extensive discussions on major changes in the design of census activities in response to the impact of the Covid-19 pandemic and challenges in producing timely, accurate and reliable small area statistics during the pandemic. The meeting also addressed data quality issues caused by the pandemic protocols and recent changes in the design of census operation and discussed potential challenges in comparing the results of censuses conducted during the pandemic with the results of previous censuses.

The United Nations Statistics Division collects, compiles and disseminates official demographic and social statistics on a range of topics. In terms of demographic statistics, since 1948, data have been collected annually from national statistical offices, and published in the United Nations Demographic Yearbook Collection. Mandated by the Economic and Social Council in 1947, first published in 1949, and this year marking its 70th Edition, the Demographic Yearbook Collection remains one of the oldest and most respected collection of historical and contemporary demographic data of all countries and areas of the world. During the course of its history, the content, processes and implementing tools of the Demographic Yearbook System have undergone continuous developments, including in recent years developments in online data dissemination, with most of the currently collected data and the majority of historical and current vital statistics published online. It is in the context of further improving and developing the Demographic Yearbook System, that UNSD is organizing this Expert Group Meeting, seeking experts’ inputs on best practices and contemporary approaches in demographic data collection, application of concepts and definitions in national circumstances and improvements of metadata, as well as demographic data and metadata dissemination.

United Nations Statistics Division (UNSD) is organizing an Expert Group Meeting on International Migration Statistic, to be held virtually on 4-5 and 8-9 June 2020.
The Expert Group Meeting will be convened in the framework of the second revision of the UN Recommendations on Statistics of International Migration, as requested by the Statistical Commission at its fiftieth session in 2019 in its decision 50/117. It will bring together the group of experts on migration statistics, established by the Statistical Commission at its forty-ninth session, with the main objective of agreeing on the conceptual framework, and accompanying definitions, data and indicators that will make the foundation of the revision of the current recommendations on statistics of international migration. The outcome of the meeting is expected to be reported to the Statistical Commission for discussion.
Expert Group Meeting on Population Registers as Basis for Population and Housing Censuses

There is a growing interest to use administrative registers in conducting population and housing censuses. In the recent census round, a number of countries has developed alternative methods to conduct the census, relying fully on administrative registers or combining administrative data with a limited collection of data from a field enumeration or with a full field enumeration. The decision to move to an alternative approach with the use of registers is motivated with many advantages including completeness of coverage, timeliness and less cost. However, this transition has to be planned and managed carefully for successful use of registers for the production of census statistics. The Expert Group meeting will be organised to discuss basic requirements for the use of administrative registers including legal base, establishing comprehensive and reliable population register as a base for the census, considerations for address registers, stakeholder and public approval and other issues related to data confidentiality and data quality. The meeting will bring together census experts from National Statistical Offices, international and regional organisations and individual experts to explore good practices, challenges and lessons learned. The meeting will give an opportunity to exchange ideas and experiences for establishing population registers for the use of population and housing censuses and provide input for developing and/or revising international standards and recommendations.

2020 Round of Censuses - Francophone Africa

The workshop will be conducted for French-speaking African countries to introduce two latest revisions of UNSD's international guidelines for population and housing censuses — the Principles and Recommendations for Population and Housing Censuses, Revision 3 and the Handbook on the Management of Population and Housing Censuses, Revision 2 – recently translated into French with the support of the United Nations Population Fund. The workshop will also introduce the Handbook on Population and Housing Census Editing Revision 2 and Guidelines on the Use of Electronic Data Collection Technologies in Population and Housing Censuses. The purpose of the workshop is to discuss the international standards, concepts and methods used in conducting the census with a view to facilitating the planning and preparation of the 2020 round of population and housing census activities in the Francophone African countries. The workshop will also provide an opportunity to review national plans for the 2020 round of censuses in terms of methodology, use of technology and operations management and lessons learned from 2010 round censuses.

International Forum on Migration Statistics

The International Forum on Migration Statistics (IFMS) is a unique, global platform devoted to improving data on migration in all its dimensions. Organised by the International Organization for Migration (IOM), Organisation for Economic Co-operation and Development (OECD) and the UN Department of Economic and Social Affairs (UN DESA), the IFMS offers space for dialogue for a broad range of actors, from national and regional authorities, NGOs, international agencies and the private sector. The IFMS 2020 will explore innovative ways to measure population mobility and to generate timely statistics, by bringing together a broad range of participants to share and to discuss new data initiatives and examples of success in the field of migration data. The Forum will also provide a unique opportunity for policy-makers to have direct contact with migration data experts and to use their expertise to feed policy evaluations and to identify best policy options.
The focus on data capacity building comes from the recognition that implementing the commitments of international processes comes with significant challenges for National Statistical Offices, which often have limited capacities to collect, analyse and manage data relevant to migration.

The United Nations Statistics Division (UNSD) is organizing an Expert Group Meeting on Statistical Methodology for Delineating Cities and Rural Areas. The meeting will take place in New York, from 28 to 30 January 2019 and will be conducted in English.
In the context of the fact that, at the level of international official statistics and international statistical standards, there is a lack of harmonized and universally implemented definition of urban and rural areas in general, and the definitions of metropolitan, urban, semi-urban, rural and uninhabited areas in particular, several innovative approaches have been developed in recent years in an attempt to develop statistical methodology that could be generally used across world regions and that is based on identical parameters. The European Commission, in co-operation with several international organizations has developed such a methodology for a harmonized delineation of cities and rural areas. The purpose of the Expert Group Meeting is to discuss, in detail, the following points: (1) Assessing the technical comprehensiveness of the methodology as developed by European Commission and partners; (2) Assessing the applicability of the parameters for the delineation of urban and rural areas in terms of levels of density; (3) Assessing the employment of the methodology in national circumstances through the presentation and elaboration of national practices and examples; (4) Elaborating on the suitability of submitting the proposed methodology to the United Nations Statistical Commission for discussion and possible recommendation for the purpose of achieving regional and international comparison and harmonization of urban and rural areas and their statistics.
United Nations Expert Group Meeting on the Revision of the Handbook on Population and Housing Census Editing

The main objective of the Expert Group meeting is to review the revised Handbook on Population and Housing Census Editing and to provide further guidance on its content and structure with a view to ensuring that it provides countries with a reference document on contemporary census data editing methods and information on various approaches to census data editing. The Forum will be an opportunity to discuss ways to improve data and evidence for gender policies, in the context of the 2030 Sustainable Development Agenda. In particular, the Forum will: (a) review methodological developments for better gender statistics in many areas, including the nexus between gender and environment; measuring asset ownership and entrepreneurship from a gender perspective; monitoring international migration; and producing data on gender identity; (b) take stock of national practices and strategies for measuring and monitoring gender concerns, in line with the global SDG indicator framework; (c) discuss how Statistical Offices can communicate more effectively to ensure policy makers, the media and the general public identify, understand, and make full use of available data; and (d) learn about the latest research/assessment of progress towards gender equality, and about the availability of disaggregated gender data, to ensure no one is left behind.

The workshop was organized under the Evidence and Data for Gender Equality (EDGE) project and brought together national statisticians of 13 Anglophone countries in sub-Saharan Africa. The purpose of the workshop was to train NSO participants in the region on how to collect data on asset ownership at the individual level by presenting key recommendations and providing practical advice based on the UN Guidelines on the Production of Statistics on Asset Ownership from a Gender Perspective.

The United Nations Statistical Commission during its 48th session, 7-10 March 2017, in its decision 48/109 endorsed the International Classification of Activities for Time -Use Statistics (ICATUS 2016) for use as an international statistical classification and supported the proposal to develop methodological guidelines on how to operationalize ICATUS 2016 and produce time-use statistics using the latest technologies. It also urged countries to give high priority to time-use statistics, given their increased demand and their critical role in the review and monitoring of the Sustainable Development Goals. It finally recognized the need to provide technical assistance to countries, particularly in developing regions.
Reliable time use statistics have been critical for (a) the measurement and analysis of quality of life or general well-being; (b) a more comprehensive measurement of all forms of work, including unpaid work and non-market production and the development of household production accounts; and for (c) producing data to inform and monitor gender policies. Time-use statistics can further supplement information to other statistical areas, such as: education (learning patterns), health (physical activity patterns, feeding patters, sleep patterns, etc.), culture (involvement), environment (access to water, sanitation and clean energy), social behaviors, involvement in civic activities, use of ICT, etc.
It is in this context that the United Nations Statistics Division (UNSD) organized an Expert Group Meeting on Innovative and Effective ways to collect Time-Use Statistics (TUS), in line with ICATUS 2016 and other international standards and in support of SDGs monitoring on 20-22 June 2018 in New York (under the component on Gender Statistics and Indicators – Component 4 – of the DA10 Statistics and Data Project supporting the “EA5 Enhanced capacity of target countries to adopt and apply statistical methods to assess gender gaps in selected key areas of women’s empowerment, classified as Tier II indicators in the SDG framework” – Activity A.5.1), to take stock of countries’ best practices in producing time use data, and to discuss the content and update of the UN Guide to Producing Statistics on Time Use: Measuring Paid and Unpaid Work.

International Forum on Migration Statistics 2018

OECD, IOM and UNDESA (represented by UNSD and UNPD) propose to co-organise a regular International Forum on Migration Statistics. The first Forum will be hosted at OECD's conference centre in Paris. The location of the Forum will rotate between the three co-organising agencies. The Forum will also involve partner organisations that will contribute to relevant sessions.
This event will enhance the exchange of information, promote mutual learning and facilitate cooperation among relevant stakeholders. It will bring together producers, analysts and users of migration statistics, and will create a community of interest focused on migration measurement issues. It will mobilise expertise from a wide range of disciplines - such as political science, economics, demography, development studies, migration studies, geospatial science, sociology, statistics, and information technology - that can contribute to an improved global understanding of international migration in all its dimensions.

The Seminar on the UN Methodological Guidelines on the Production of Statistics on Asset Ownership from a Gender Perspective (EDGE meeting)

This seminar will present the UN Methodological Guidelines on the Production of Statistics on Asset Ownership from a Gender Perspective, developed under the Evidence and Data for Gender Equality (EDGE) project. The guidelines provide national statistical agencies and policy makers with guidance on collecting, processing, analysing and disseminating individual-level household survey data on asset ownership. Lessons learned from the EDGE pilot countries which tested the methodology will also be shared. The meeting will also cover the methodology proposed to measure and monitor SDG indicator 5.a.1 (5.a.1 (a) Proportion of total agricultural population with ownership or secure rights over agricultural land, by sex; and (b) share of women among owners or rights-bearers of agricultural land, by type of tenure), in line with the EDGE methods.

The meeting will be held at the United Nations Headquarters in New York from 20 to 22 June 2017. The objectives of the meeting are to: (a) discuss how "migratory status" can be defined in the context of SDG data disaggregation; (b) identify the SDG indicators that are directly related to international migration and indictors that should be further disaggregated by migratory status; and (c) assess data requirements for these indicators, identify gaps in exiting methodologies and propose strategies to overcome these gaps, including the use of innovative methodologies and non-traditional data sources. The outcome of the meeting will provide inputs to a technical report to guide the production and use of data for the migration-relevant SDG indicators by countries. The UN Statistics Division/DESA and the IUSSP Panel on Innovations in Strengthening CRVS Systems are organising these two events with the aim of showcasing recent methodological developments, and of fostering an exchange of regional experiences on how to best assess the completeness and accuracy of birth and death statistics, which are key indicators of CRVS system performance. A well-functioning civil registration system with information on births and deaths is a key source of data for vital statistics. Registration also helps to ensure the realization of human rights and to have access to benefits and protections of the state. In the 2030 development agenda, the need for accurate and timely vital statistics has been reaffirmed. Goal 16 of the Sustainable Development Goals (SDGs) recognizes a direct link between civil registration and vital statistics (CRVS) systems, legal identity and sustainable development. Moreover, the indicators selected to monitor progress of goal 17 include the proportion of countries that have achieved 100 per cent birth registration and 80 per cent death registration by 2030.
The side meeting will bring together regional specialists and experts involved with the development and/or the application of direct methods, especially through the use of record linkage validation for assessing the completeness and accuracy of births and deaths records based on data from civil registration and other administrative and health sources, at national or local levels. Complementary to this, there will be a round table entitled “CRVS assessment from the academic perspective” within the conference regular programme. Expert Group Meeting on the Revision of ICATUS

The United Nations Statistics Division (UNSD) is organizing an Expert Group Meeting on the revision of the International Classification of Activities for Time Use Statistics (ICATUS), to be held at the United Nations Headquarters, New York, on 28-30 June 2016. ICATUS is a classification of all the activities a person may spend time on during the 24 hours of a day. Its purpose is to serve as a standard framework for time-use statistics based on activities grouped in a meaningful way and relevant to both developing and developed countries. ICATUS was first published as a “trial” classification in 2005 and built on national and regional classifications existing at the time. The revision of the classification started in 2012 with the organization of an Expert Group Meeting by UNSD. Since then, new standards, including the framework for work statistics as adopted at the 19th International Conference of Labour Statisticians in 2013, have been incorporated into a revised version of the classification. UNSD has undertaken an electronic consultation since February 2016 to receive comments from national and international experts on the current version of the classification that will be discussed and finalized at the Expert Group Meeting.

The United Nations Statistics Division, in cooperation with the Secretariat of the Pacific Community is conducting a seminar titled “Civil Registration and Vital Statistics in the Pacific Islands: Standards, Best Practice and Lessons Learnt”. The main objective of the meeting is to review the draft of the revised Handbook on the Management of Population and Housing Censuses and to provide further guidance on its content and structure with a view to ensuring that it provides countries with a reference document on the management aspects of carrying out population and housing censuses in the 2020 round of population and housing censuses, as mandated by the ECOSOC resolution on the same topic. The United Nations Statistics Division is conducting the United Nations Workshop on the Principles and Recommendations for a Vital Statistics System, Revision 3, for Caribbean Countries, to be held in Port of Spain, Trinidad and Tobago, from 1 to 4 December 2015.
This is the first opportunity for Caribbean national statistical authorities to learn about the latest version of these major methodological guidelines and standards, issued last year. 9th meeting of the Inter-agency and expert group on gender statistics (IAEG-GS)

UNSD organized the 9th meeting of the IAEG-GS, held in Bangkok, Thailand from 29-30 October 2015. A total of 36 participants from international agencies, regional commissions and national statistical offices attended the meeting. The meeting reviewed the preliminary SDG indicators under Goal 5 – Achieving gender equality and empower all women and girls – proposed by the 2nd meeting of the Inter-agency and Expert Group on SDG Indicators (IAEG-SDGS), held from 26 to 28 October. The review was carried out from a technical perspective, highlighting the need for rephrasing or for correcting inconsistencies. The proposed indicators were further classified into 3 tiers according to the agree tiers system. The meeting also took note of work programmes and initiatives undertaken by IAEG-GS members to strengthen gender statistics at the international, regional and national levels.

EDGE Follow-up Meeting on Measuring Asset Ownership from a Gender Perspective

Expert group meeting on revising the principles and recommendations for population and housing censuses

The United Nations Statistics Division is organising the United Nations Expert Group Meeting on Revising the Principles and Recommendations for Population and Housing Censuses. It will be held fro 29 October - 1 November 2013 in New York. The main purpose of the meeting is to lay down the framework for the revised set of international principles and recommendations for population and housing censuses in the 2020 round censuses, that will take place from 2015 to 2024, The experts will take stock of the experiences in conducting population and housing censuses in the 2010 round and adopt an outline for the revision, as well as distributing specific tasks related to the preparation of the content of the recommendations among themselves. The revised Principles and Recommendations for Population and Housing Censuses: the 2020 Round will be the major international statistical standard guiding the work on population and housing censuses in 2020 round.
7th meeting of the Inter-agency and expert group on gender statistics (IAEG-GS)

The United Nations Statistics Division (UNSD) is organizing the 7th meeting of the Inter-agency and Expert Group on Gender Statistics (IAEG-GS) in New York from 12 to 13 September 2013. The meeting will bring together representatives from national statistical offices, international agencies and Regional Commissions to review global work on gender statistics. The objectives of the meeting are to review the work of the Advisory Group on Emerging Issues, discuss the Minimum Set of Gender Indicators and update the members on capacity building efforts in gender statistics through a continued dialogue on the coordination of gender statistics activities.
Technical meeting on measuring asset ownership from a gender perspective

Under the Evidence and Data for Gender Equality (EDGE) project, the United Nations Statistics Division (UNSD) and UN Women are organizing in Bangkok, from 30 July to 2 August 2013, a technical meeting on measuring asset ownership from a gender perspective. The meeting will bring together around 30 experts, including survey statisticians and gender specialists from selected countries, partner agencies and regional commissions, to discuss how to measure asset ownership at the individual level. More precisely, participants will: (a) review and discuss the draft Technical Report on Collecting Sex-Disaggregated Asset Data presenting the proposed methodology to collect individual-level asset data through a dedicated module attached to a multi-purpose national household survey; (b) share national practices on measuring asset ownership; and (c) discuss the project implementation strategy in selected pilot countries.
Conference on the assessment of the 2010 round of population and housing censuses in Africa

Workshop on Improving the Integration of a gender perspective into official statistics

Seminar on population and housing census practices of Organization of Islamic Countries (OIC) member countries

Meetings of Inter-agency and expert group on MDG indicators (IAEG-MDG)

The 22nd and 23rd Meetings of Inter-agency and Expert Group on MDG Indicators (IAEG-MDGs) will be organized back to back on 20 and 21 February 2013 in New York. During the meetings, the outcomes of the debates on MDGs at the 67th session of the General Assembly as well as those of the Rio+20, will be reviewed. The participants will also discuss how to prepare the 2013 global MDG report and the work towards the final evaluation of MDGs in 2015, The meeting will be preceded by a half day meeting by the Task Team on Lessons learnt from MDG monitoring on 19 February 2013.

In doing so, the workshop aims to draw participants’ attention to the importance of data evaluation as a step in the census process, as well as to provide them a hands-on opportunity to practice the fundamentals of conducting a census evaluation through demographic analysis. 10th United Nations conference on the standardization of geographical names (UNCSGN)

The Tenth United Nations Conference on the Standardization of Geographical Names (UNCSGN) will be held at the United Nations Headquarters in New York from 31 July to 9 August 2012. In conjunction with the 10th UNCSGN, the 27th Session of the United Nations Group of Experts on Geographical Names (UNGEGN) will be held on 30 July and on 10 August 2012, one day prior and one day after the Tenth United Nations Conference on the Standardization of Geographical Names. The UNCSGN is held every five years, and UNGEGN meets between the Conferences to follow up the implementation of resolutions adopted by the Conferences and to ensure continuity of activities between Conferences.
The primary objective of the Conference is to encourage national and international geographical names standardization, to promote the international dissemination of nationally standardized geographical names information, and to adopt single Romanization systems for the conversion of each non-Roman writing system to the Roman alphabet.
United Nations national workshop on CensusInfo for Cambodia

Organized by the United Nations Statistics Division (UNSD) in collaboration with the Cambodia National Institute of Statistics, the workshop is aimed at training staff at the national statistical office in the full potential of CensusInfo as a platform for disseminating census data at any geographical level. The workshop is intended to develop the national CensusInfo application, with accompanying databases and customized features; it will involve fifteen professionals from the NIS. The workshop is part of the series of national training workshops developed by UNSD aiming at developing and putting in place national CensuInfo applications for dissemination of population and housing census statistics using contemporary technology.
Expert group meeting to finalize the trial International classification of activities for time-use statistics (ICATUS)

Following a request by the Statistical Commission at its 28th session in 1995, UNSD convened a first expert group meeting in 1997 to prepare a draft classification of activities for time-use statistics. Then, based on the experience of countries that used or adapted this classification as well as on recommendations from a second expert group meeting organized in 2000, a revised and more elaborated version was issued and published in Guide to Producing Statistics on Time Use: Measuring Paid and Unpaid Work (United Nations, 2005) as the UN Trial International Classification of Activities for Time-Use Statistics (ICATUS).
After a lapse of years while several countries adapted ICATUS for application in their data collection, tabulation and analysis, UNSD is organizing an Expert Group Meeting on the revision and finalization of ICATUS. The meeting will bring together around 20 national and international experts to discuss and agree on several topics including: (1) the updates of the current categories (2) the consistency of ICATUS with the new international standards classification; (3) the treatment of more complex aspects (categories such as “looking for work” or “waiting”); (4) the mapping (correspondence tables) between ICATUS and other existing classifications. The final agreed classification will be presented to the UN Statistical Commission for endorsement in 2013, after been reviewed by the Expert Group on International Economic and Social Classifications.

Kenya national seminar on census data analysis

The Kenya Seminar on Census Data Analysis is scheduled to be held from 19 to 22 March 2012 in Nairobi, Kenya. The main objective of the national seminar is to provide an opportunity for the staff member of the Kenya National Bureau of Statistics to further analyze data from the 2009 population and housing census of Kenya on selected topics. The ultimate objective is to promote greater analysis and dissemination of the data collected from the Kenya 2009 census.
The national seminar will cover the following topics: (i) population projections at sub-national and sectoral level, (ii) analysis of data on international migration, and (iii) analysis of data on gender issues.
After the seminar, participants are expected to produce thematic analytical reports, based on analyses generated during the seminar.

The United Nations Statistics Division (UNSD) in collaboration with the Liberia Institute of Statistics and Geo-Information Services (LISGIS) will organize a National Seminar on Census Data Analysis in the context of the 2010 World Programme for Population and Housing Censuses. The purpose of the Seminar is to assist the LISGIS on undertaking in-depth analysis of census data to produce an analytical report on the selected topics. The national seminar will cover the following topics: (i) youth and internal migration and (ii) employment and education. During the national seminar, the staff of LISGIS will attend the lectures on the topics of focus and engage in preliminary data analyses of 2008 census data. The participants of UBOS will learn various processes involved in the adaptation of CensusInfo including preparation of CensusInfo template and database, importing data, language translation and customization of the software package. The sessions will include hands-on training on using CensusInfo User Interface and Database Administration applications as well as an introduction in the process of web-enabling the CensusInfo database. The objective of the training is to create a first version of a Uganda CensusInfo application including maps and a subset of data/indicators based on data of the 2002 census and earlier censuses if available.

The United Nations Statistics Division (UNSD) will conduct a Consultative Meeting to Review the Guidelines for Producing Statistics on Violence against Women, from 8 - 10 November, in ESCWA premises in Beirut, Lebanon. The draft Guidelinesprovides comprehensive methodological guidance regarding the selection of core and additional topics, sources of data, relevant statistical classifications, outputs, wording of the questions and all other pertinent issues related to conducting statistical surveys to measure violence against women. The meeting will review the text in detail and, upon incorporation of all the inputs, the final version will be submitted to the United Nations Statistical Commission for approval.

Expert group meeting on international standards for civil registration and vital statistics

The meeting will review the Principles and Recommendations for a Vital Statistics System, Rev. 2, which was published in 2001 by the United Nations (UN publication, Sales No. E.01.XVII.10). The essential standard the above mentioned Principles and Recommendations promulgates - generating accurate, reliable and regular vital statistics from civil registration system - remains unchanged and valid. However, over the past 10 years several issues emerged that might require revisions and updates of the principles and recommendations, such as the increasing use of population registers as source of vital statistics, advances in modern technologies that have helped some countries in accelerating the improvement of their civil registration and vital statistics systems, and the development of statistical systems in countries.
The Meeting will (1) review the Principles and Recommendationsfor updates and elaborations and (2) propose an outline for the next revision of the Recommendations.

In many countries, the voluminous data collected through censuses is only partially analysed and disseminated, and often late, resulting in its underutilization. To address this challenge, UNSD in collaboration with the Italian Government has initiated a project to strengthen national capacity to analyse, present and disseminate census data in selected developing countries, Ethiopia being one. Based on a needs assessment mission launched by UNSD, the Central Statistical Authority (CSA) of Ethiopia has identified four areas for in-depth analysis: Fertility, mortality, housing, and the situation of the elderly. The national seminar is preparatory work for the preparation of monographs on the identified topics and in the process build capacity among CSA’s census analyses teams tasked with the preparation of analytical reports through on-the-job knowledge transfer. The final outputs are expected to be useful for effective development planning and monitoring population and socio-economic trends.

International seminar on early warning and business cycle indicators

The third International Seminar on Early Warning and Business Cycle Indicators will take place from 17 to 19 November 2010 in Moscow, Russian Federation. This is the final seminar organized by United Nations Statistics Division/DESA and Eurostat in cooperation with the hosts of the three seminars, Statistics Canada (Ottawa, May 2009), Statistics Netherlands (Scheveningen, December 2009) and the Federal State Statistics Service of the Russian Federation. These seminars are held in response to the call made in the fortieth Session of the United Nations Statistical Commission in 2009 for swift and coordinated statistical initiatives by countries and international organizations in response to the global economic and financial crisis.
The seminars focus on the methodologies for compiling and releasing of high quality rapid (or ‘flash’) estimates, their international comparability, the communication strategy for such estimates and their analytical indicators on the performance of the real sector of the economy and the financial markets for effective macroeconomic monitoring.
The third international seminar is expected to formulate recommendations for the monitoring of business cycles and the early identification of turning points, as well as strategies for future work on improving statistical tools for this purpose. The outcome will be formulated as recommendations that will be presented to the United Nations Statistical Commission at its next session in March 2011.

Global forum on gender statistics and Inter-agency and expert group meeting on gender statistics

The Global Forum on Gender Statistics is being organized by the United Nations Statistics Division (UNSD) in collaboration with the National Statistical Coordination Board of the Philippines. This Forum, from 11-13 October, will be the third in a series of international meetings on gender statistics with the purpose of promoting the advancement of gender statistics among decision makers and all other user groups. The focus of the 2010 Forum will be on the gender dimensions of health statistics, including measurement of maternal mortality, causes of death and disability, and related methodological advances. National practices in the incorporation of a gender perspective in national statistical systems and in the measurement of women and men’s health will be reviewed.
The 4th meeting of the Inter-agency and expert group on gender statistics is being held following the Global Forum in Manila, Philippines on 14 October 2010. CensusInfo User Application Training Workshop was conducted at the Central Agency for Public Mobilization and Statistics (CAPMAS) in Cairo, Egypt, from 11 to 13 September 2010. The training was aimed at researchers, census experts and other staff of related sections of the CAPMAS. Twenty-eight participants attended.

Improving gender statistics on employment

The workshop is being organized as part of the World Bank funded project “Improving Gender Statistics on Employment”. The 2009 Global Forum is the second of a series of international meetings on gender statistics to be held annually with the purpose of promoting the advancement of gender statistics among decision makers and all other user groups. The 2009 Forum will serve to solidify the momentum gained with the launch in December 2007 of the Global Gender Statistics Programme and the Interagency Expert Group on Gender Statistics (IAEG-GS). In addition, the 2009 Forum will review best practices in the incorporation of a gender perspective in national statistical systems and in the measurement of women’s participation in and contributions to the economy. During the Forum, national-level experiences on integrating gender into population and housing census and household survey data collection processes and analysis will also be presented. The Forum will serve to highlight the need for statistics to respond to requirements for monitoring progress towards the attainment of gender equity goals and targets, including the Millennium Development Goals, PRSPs, Beijing Platform for Action and CEDAW. Furthermore, the IAEG-GS will hold its annual meeting in conjunction with the Forum to review the work of the two advisory groups on gender statistics and propose future actions for the groups.

Workshop on the improvement of civil registration and vital statistics in SADC region

Within the framework of the project “Strengthening statistical capacity-building in support of progress towards the Internationally Agreed Development Goals in the Southern African Development Community (SADC) region”, the United Nations Statistics Division (UNSD), in collaboration with the Southern African Development Community (SADC), is organizing a Workshop on the Improvement of Civil Registration and Vital Statistics. The workshop will be hosted by the National Statistical Office of Malawi in Blantyre, Malawi from 1 to 5 December, 2008. The purpose of the workshop is to: (a) provide training to SADC countries on the implementation of the United Nations guidelines and international standards on civil registration and vital statistics in terms of concepts, definitions, data collection methods and compilation; (b) assess the current status of the civil registration and vital statistics system in SADC countries and identify gaps to be filled; and (c) review national capacities to produce and provide national vital statistics to UNSD through the Demographic Yearbook questionnaire. The workshop places a special emphasis on assessing the functioning and efficiency of the exchange of information between data sources (civil registration) and producers (national statistical authorities) of vital statistics.
UNSD-UNECLAC regional workshop on census cartography for the 2010 Latin America's census round

The purpose of the Workshop is to highlight the significant additional capabilities of Geographic Information Systems (GIS) and other geospatial technologies in census mapping activities, including preparation of enumeration, enumeration operations, advanced analysis and dissemination of census data, and how to successfully implement and use these technologies. More specifically, the Workshop will: (1) introduce the definition of national census geography, including criteria and process of enumeration area (EA) delineation, and coding of geographic areas; (2) present an overview on the different stages in the EA-database development, and on GIS-based data analysis and dissemination; (3) focus on the integration of fieldwork in using satellite/aerial imagery and GPS (4) facilitate a dialogue among participants from Member countries on census mapping with GIS, experiences and practices, with a focus on institutional, organizational, financial, capacity building and implementation issues. The first part of the Workshop will be dedicated to a review of the international recommendations on contemporary practices in census cartography and use of (GIS), as well as the new revised “Handbook on Geospatial infrastructure in support of Census Activities”.

Expert group meeting on the scope and content of social statistics

The purpose of the meeting is threefold. First, it aims at identifying the scope and content of contemporary social statistics in order to identify areas that need to be addressed by an international plan of action. In essence, for each social concern there needs to be an accompanying statistical data collection that requires relevant concepts and definitions, international standards, recommended topics, recommended tabulations, defined periodicity, and sources of data. Collected data would also need to be disaggregated by population groups (young, elderly, women, to name a few) and by geographical levels. Second, the meeting will address the issue of an international action plan for improving social statistics, pertaining to areas that require additional work, as well as on related issues such as coordination among various agencies and institutions regarding social statistics at both the national and international levels. This draft action plan would position the United Nations Statistics Division to continue conducting a thorough review and assessment of social statistics and point to the necessary developmental work on international standards. Finally, the meeting is expected to result in the draft terms of reference for the proposed city group, if the need for such a group is clearly identified. The proposal for establishment of the city group replacing the Siena City Group on Social Statistics was initiated at the Seminar on New Directions in Social Statistics, held on 22 February 2008 in New York.

Workshop on household surveys and measurement of labour force with focus on informal economy

The Workshop is being organized by the United Nations Statistics Division, in collaboration with the International Labour Organization (ILO), the United Nations Economic Commission for Africa (UNECA) and the Southern African Development Community (SADC), as part of the project Strengthening statistical capacity-building in support of progress towards the Internationally Agreed Development Goals in the Southern African Development Community (SADC) region. The objective of the meeting was to review the draft Handbook on Measuring the Economically Active Population in Censuses. This is one of several handbooks being produced to support the activities of the 2010 World Programme on Population and Housing Censuses. The draft Handbook is an update of a technical report entitled Collection of Economic Characteristics in Population Censuses, which was prepared jointly by UNSD and ILO in 2002. The Handbook takes into account recent developments in the concepts, methods and classifications related to the measurement and characterization of the economically active population, as reflected in the Principles and Recommendations for the Population and Housing Census, Revision 21 adopted by the United Nations Statistical Commission in February 2007.

While the demand for policy-relevant statistics on international migration is increasing, national governments and international bodies are unable to provide the comprehensive assessment needed, mainly because the sources of these data are not sufficiently developed. A recent expert group meeting on measuring international migration convened by the United Nations Statistics Division in New York in December 2006 identified priority areas for improving international migration statistics. The current expert group will address two of them: (a) providing guidance and technical support on the use of censuses and sample surveys, taking into account the preparations already ongoing for the 2010 round of population censuses, to measure aspects of international migration, and (b) developing a handbook focusing on core variables and using case studies to clarify how various sources can be used and/or combined to measure international migration.

Measuring international migration: concepts and methods

Expert group meeting on the 2010 World programme on population and housing censuses

In implementing the 2010 World Programme on Population and Housing Censuses, the United Nations Statistics Division is organizing the 2006 Expert Group Meeting on the 2010 World Programme on Population and Housing Censuses in New York, from 10-14 July 2006. This meeting will bring together over 45 experts from all regions with one goal: to review and adopt the revised set of international standards for population and housing censuses as presented in the draft Principles and Recommendations for Population and Housing Censuses, Revision 2.
This proposed revision on the major international standards and guidelines is a result of broad consultations and contributions from over 100 national experts through UNSD developed and maintained mechanisms and is also taking into consideration regional guidelines, where they were available. The proposed changes refer to introducing 40 recommended census tabulations that each country or area would be called to generate at least once in the period 2005-2014 at the smallest geographical level; new definition and concept of usual residence; several new core topics, such as those related to mortality and the availability of information and communication technology devices in the household; it also presents new approaches to census-taking and the importance of Geographical Information Systems for collecting and disseminating census results.

At its 35th session, the Statistical Commission recommended that an international expert group be formed to focus on critical issues related to planning the next round of population and housing censuses. Recognizing that the United Nations Statistics Division decennial census programme cannot cover all emerging topics, the Commission has asked the expert group to set priorities at its first meeting.
The purpose of the expert group meeting, therefore, is to set priorities and propose concrete outputs for the development of the 2010 World Population and Housing census Programme. Specifically the meeting will have before it relevant sections of the report of the 35th session of the Statistical Commission (see E/2004/24, chap. II. B, para. 2) as well as the draft resolution on the 2010 census round that will be submitted by the Census Symposium to the Statistical Commission at its 36th session. The workshop was conducted during the period 12 – 23 July 2003 and had the following objectives: to train participants on census management to successfully conduct population censuses as part of statistical capacity building in the ESCWA region; and, to exchange experience among countries that had already conducted their censuses and countries that are in the process of planning and conducting their population and housing censuses. Training was based on the United Nations Handbook on Census Management for Population and Housing Censuses.

United Nations Workshop on Disability Statistics for Africa

The Symposium on Global Review of the 2000 Round of Population and Housing Censuses addressed the question: “When and under what circumstances do censuses succeed?” The Symposium addressed the issues and problems that emerged in the current census round (1995-2004) and discussed modalities countries have adopted to overcome some of the challenges faced by the countries in implementing the census programme. Some of these experiences may serve to guide census planning by countries that will conduct censuses during the next round (2005-2014).

A presentation on the EUROSTAT Pilot Survey on Time Use identified problems related to the specification of activities, but noted that the general survey design proved successful. The presentation on the time-use study in Italy also identified problems with the specification of activities and concluded that improvements in survey methods rather than the classification system were required to improve the amount of information specified in time-use diaries.
With respect to objectives and uses of time-use surveys, the priority uses of and interests in time-use data were discussed by each participant for their country. The most common objectives identified by both developed and developing countries, related to issues of gender and work, specifically the division of labour in the home and improvement in the measurement of women’s unpaid work. A related objective concerned the use of time-use statistics in the preparation of household satellite accounts. Another common objective concerned changes in allocation of time across broad categories of activity.
Plans to undertake national time-use studies in three developing countries -- India, the Philippines and South Africa -- were described. Among the objectives for these surveys are to quantify women’s contribution to economic activities, to measure the extent of child labour, and to understand the relationship between welfare and poverty. The participant from India also included among the objectives the need for information on livelihood strategies and on when people are free of work as a basis for planning skills formation, training and other poverty alleviation programmes.More details:
Social statistics expert group meeting on the statistical implications of recent major United Nations conferences

At its twenty-eighth session (New York, 27 February-3 March 1995), the Statistical Commission, in its consideration of agenda item 12, “Measuring and monitoring economic and social development”, requested its Working Group on International Statistical Programmes and Coordination to consider further the statistical implications of the follow-up to the World Summit for Social Development (Copenhagen, 6-12 March 1995). The Commission also established the Expert Group on the Statistical Implications of Recent Major United Nations Conferences to draw up a work programme reflecting the major action areas identified by the Summit and indicating where international statistical work in the social field should be concentrated, with due regard to the Programme of Action of the International Conference on Population and Development (Cairo, 5-13 September 1994) and the expected outcome of the Fourth World Conference on Women (Beijing, 4-15 September 1995). The Commission requested that, in the light of the policy areas identified, the Expert Group propose specific statistical activities for the period 1996-1998, and assign priorities to them based on the skills and financial resources likely to be available in international organizations and countries.

In order to encourage and assist countries to carry out improvements in their civil registration and vital statistics systems, an International Programme for Accelerating the Improvement of vital statistics and civil Registration Systems was developed jointly by the united Nations statistical Division, the United Nations Population Fund, the World Health Organization and the International Institute for Vital Registration and statistics. The Programme was endorsed by the united Nations statistical Commission at its Twenty-sixth session held in New York in February 1991.
The Western Asia Workshop on strategies for Accelerating the Improvement of Civil Registration and Vital Statistics Systems is the second of a series and was carried out in Damascus, Syrian Arab Republic from 20 to 24 June 1993. It was organized by the United Nations Statistical Division (UNSTAT) in close cooperation and collaboration with the united Nations Economic and Social Commission for Western Asia (ESCWA). The United Nations Population Fund provided financial support for the workshop which was supplemented by funds from ESCWA. The workshop was hosted by the Government of the Syrian Arab Republic under the auspices of the Prime Minister's Office. The Central Bureau of statistics and the Ministry of Interior of Syria have assumed the responsibility jointly with UNSTAT and ESCWA for the implementation of the workshop.
The main objectives of the western Asia Workshop were: (a) To assess the adequacy of national civil registration and vital statistics processes coverage and reliability ; (b) To suggest strategies for the improvement of civil registration and vital statist.ics in the participating countries; (c) To discuss ways and means of promoting the awareness of national civil registration and vital statistics systems in each participating country.
To that end, the workshop discussed the following: (a) Current status of the national civil registration and vital statistics systems in each participating country, including the existing technical facilities, resources and the problems encountered to operate these systems on a daily basis. The United Narions Statistical Commission, at its twenty-sixth session (4-13 February 1991), welcomed and gave its full support to the International Programme for Acceleating the Improvement of Vital Statistics and Civil Registration Systems, prepared jointly by the United Nations Statistical Office, the World Health Organization, the United Nations population Fund and the International Institute for Vital Registration and Statistics.
Among other activities proposed in the Programme, the Statistical Commission approved the suggestion that specialized workshops should be conducted in Latin America, Africa and other regions, under its auspices, and urged the United Nations Statistical Office and the other agencies sponsoring the Programme to implement those workshops as soon as possible.
